Ms. Tillman has experienced family members and close friends who are returning citizens with  obstacles and problematic issues with providing for their families and trying to seek financial assistance.  In addition to the lack of opportunities to obtain skills for employment and the discrimination encountered due to a background of mistakes in the past which prohibits them the opportunity for homeownership.  Currently Maryland returning citizens are not eligible for job programs because they don’t have a District of Columbia address.  There are no Maryland programs that assist with job training and their only option is to go to the job career center. Usually there is not enough hands on coaching to provide adequate support for employment.  According to the Office of Inspector General (OIG)(they) “asserted that Mayor’s Office of

Ex-Offender Affairs (MORCA’s) four-person staff “lacked fundamental organizational mechanisms and resources,” meaning fewer returning citizens knew about DC’s reentry resources and there were fewer collaborations among DC providers of services that could potentially create smoother reentries”.   As a result the displaced community experiences being underserved desiring a service that would prepare them for a successful life.
